The Frist List of 23 Demonstration Projects of Diversified Energy Sources Mutually Complemented & Integrated for Opt

Recently, National Energy Administration (NEA) has issued the “Notification of Publishing the Frist List of Demonstration Projects of Diversified Energy Sources Mutually Complemented & Integrated for Optimization” (hereinafter referred to as the Notification). It is required by the Notification that, in principle, the first demonstration projects are supposed to be commenced before the end of June, 2017 and be expected to be put into production before the end of 2018.     

 

23 demonstration projects has been listed in “the First List of Demonstration Projects of Diversified Energy Sources Mutually Complemented & Integrated for Optimization”, including 17 system projects of all-in-one terminal integrated energy supply and 6 system projects of a balanced energy mix of wind power, solar power, water power, thermal power and stored power. Among them there are two solar thermal power plants with installed capacity of 50,000 kW. One is the Luneng Haixi Prefecture Demonstration Project (the 1st stage) which is located inGolmudCityofQinghaiProvince, and the other one is the demonstration project of a balanced energy mix which is located in Zhangbei County of Zhangjiakou City.

To Development and Reform Commissions (Energy Administration) of each province, each autonomous region, each municipality and Xinjiang Production and Construction Corps, and the relevant energy companies: 

 

In accordance with relevant administrative requirements such as “Suggestions on the Propulsion of Demonstration Projects of Diversified Energy Sources Mutually Complemented & Integrated for Optimization from National Development and Reform Commission (NDRC) & National Energy Administration” (NDRC Energy [2016] No.1430, hereinafter referred as “the Suggestions”), and the “Notification of Declaring Demonstration Projects of Diversified Energy Sources Mutually Complemented & Integrated for Optimization to the Comprehensive Division of National Energy Administration” (NEA Comprehensive Planning [2016] No.480, hereinafter referred as “the Notification” ), NEA has organized audit and assessment for the candidates of demonstration projects. After a series of proceedings, such as the experts’ evaluation, field verification and online publicity, inspection on site, and the selected projects open online to public view, the first list of demonstration projects have been determined. Hereby notify the related matters as follows:     

 

1.      There are totally 23 demonstration projects in the first list of demonstration projects of diversified energy sources mutually complemented and integrated for optimization, of which there are 17 all-in-one terminal integrated energy supply systems and 6 systems of a balanced energy mix of wind power, solar power, water power, thermal power and stored power (See the Attachment for more details).

2.      The implementation schemes of these projects are supposed to be prepared in a scientific manner. Mode of operation shall be chosen in a reasonable manner. The basic construction procedures shall be followed in a strict manner. The construction of demonstration projects shall be pushed forward to ensure the quality and progress. In principle, the first demonstration projects are supposed to be commenced before the end of June, 2017 and be expected to be into production before the end of 2018.    

3.      Energy Administrations of relevant provinces (autonomous regions and municipalities) are expected to prepare for the coordination and supervision for the demonstration projects in their region. The construction progress shall be under control in a reasonable manner and the details of construction shall be in compliance with national regulations. As to the demonstration projects related to wind power and photovoltaic power generation, the inventory in the Three-North China must be consumed first before any increase; for the other areas, increment shall be developed based on the consumption of the inventory. The local 3. Energy Administrations shall follow the progress of these projects, coordinate with initiative to solve the problems occurred in the progress of construction, as well as report the progress and give suggestions to relevant departments in time so as to ensure the progress, quality and influential results of the demonstration projects.     

4.      The enterprises relating to the power grid, gas network and heat power pipe network are supposed to prepare for the construction and planning of the supporting engineering of the demonstration project. . Associated supporting projects shall be developed in time. Research shall be done to make a plan for the demonstration projects to operate with the grid and the networks connected. Timely, convenient, fast and barrier free access to the grid and emergency standby services are expected to be provided with a fairly managed scheduling system. 

5.      A mechanism that “a good project shall be listed and a bad one shall be removed from the list” shall be applied in the demonstration project. In case that a significant change occurred to a project which has already been in the first list and the project is no longer in compliance with the requirements, or if the construction of a project is not commenced before the end of June, 2017, such project will be removed from the list. Energy Administration of each province (autonomous regions and municipalities), submit local projects which are suitable for demonstration, to NEA as candidates. NEA will, in a proper time, start the assessment and audit of these candidates later and make their decision. Based on local specific circumstances, Energy Administration of each province (autonomous region and municipality) shall, in compliance with the Comments and the Notification, bring out their own demonstration projects which shall have local features, a reasonable scale and a balanced energy mix consuming the energy locally. Also supportive policy shall be provided by the local Energy Administration.    

6.      After the completion of the engineering construction, the application for inspection and acceptance shall be submitted by the company/companies to the provincial Energy Administration. An acceptance summary report will be compiled and submitted to NEA after the project being inspected and accepted by the agency appointed by provincial Energy Administration and NEA. A panel of experts organized by NEA will assess the report. If the project is in compliance with the standards of a demonstration project, it will be promoted as the implementation example. Otherwise, it will be no longer as the demonstration project.    
7. The agency appointed by NEA shall enhance its monitoring of the construction and operation of the demonstration projects, ensuring that the projects can be implemented effectively.

Tips 1: A complementary mode of “wind power, solar power, thermal power and store power” is adopted at Luneng Haixi Prefecture Demonstration Project (the 1st stage). Energy is consumed locally by using an intelligent scheduling system, thereby reducing the loss of solar power and wind power in a maximum way. The total investment for this project is about 6.37 billion, of which, 1.2 billion is used to build a concentrated solar power project with a capacity of 50,000 kW, and the rest 0.37 billion is used to build a battery energy storage power plant with a capacity of 50,000 kW.

 

Tips 2: The demonstration project of a balanced energy mix located Zhangbei County of Zhangjiakou City was submitted in a joint effort by three companies, namely, the Green Titan, Zhangbei Ruikai and Huayuan Electric Power. The development scale and construction plan are as follows: photovoltaic power generation 250,000 kW, wind power generation 150,000 kW, photo-thermal power generation 50,000 kW and energy storage 25,000 kW.
