Notice on the Feed-in Tariff Policy for Solar Thermal Power Generation in Qinghai Province

To the Development and Reform Commissions of all cities (prefectures), State Grid Qinghai Electric Power Company, and all relevant power generation enterprises:
In order to fully tap into the energy resource endowment and comparative advantages of our province, effectively stimulate the potential of CSP, enhance the flexible regulation and safe and stable operation capabilities of the power grid, and consolidate the foundation for energy and power supply and price stability, with the approval of the provincial government, the following matters regarding the feed-in tariff policy for CSP are hereby notified:

From 2024 to the end of 2028, for solar thermal power generation projects that are reviewed and recognized by the provincial development and reform, and energy authorities, included in the annual demonstration (pilot) development plan of the province, and constructed separately in accordance with the basic construction procedures, the feed-in tariff shall be set at 0.55 yuan per kilowatt-hour (tax included) from the date of commercial operation.

The aforementioned solar thermal projects shall not participate in the electricity market-based transactions. State Grid Qinghai Electric Power Company is requested to carry out scientific scheduling in accordance with the principle of giving priority to green electricity, and effectively leverage the functions of solar thermal power generation in peak load regulation, frequency regulation, and backup, to assist in the smooth and efficient operation of the province's energy and power supply.

Relevant power generation enterprises are requested to increase technological innovation in solar thermal power generation, conduct technological research and development in key areas such as improving heat collection efficiency, application of new heat transfer media, and development of new large-capacity steam turbines, strive to reduce power generation costs, improve power generation efficiency, promote the cost reduction and efficiency enhancement of the solar thermal power generation industry, and achieve scaled development.

The Provincial Development and Reform Commission will, in conjunction with relevant parties, take into account the development status of the solar thermal industry in the province and the needs of the electricity market construction, and carry out cost investigation and supervision in a timely manner, continuously improve relevant policy measures, and orderly promote the entry of solar thermal power generation into the electricity market and conduct transactions. During the relevant tariff implementation period, in case of national policy adjustments, the national regulations shall be followed.
