On October 30th, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the National Energy Administration, and the National Data Bureau issued guidelines on vigorously implementing renewable energy substitution actions.
The document clarifies the establishment of a storage energy pricing mechanism. It promotes the participation of distributed new energy power generation in market transactions in a stable and orderly manner, facilitating the local consumption of distributed new energy.
The document proposes to comprehensively enhance the supply capacity of renewable energy. It accelerates the construction of large-scale wind and photovoltaic power bases, focusing on deserts, Gobi, and desert areas.
It steadily develops biomass power generation and promotes the large-scale development of CSP. It also accelerates the enhancement of renewable energy resource assessment, power forecasting, and intelligent control capabilities.
Strengthen the research and development of new types of energy storage technologies and their multi-scenario applications. Promote the application of solar thermal energy, such as long-duration thermal storage power generation, heat and electricity coupling, and medium to high-temperature heat utilization.
Accelerate pilot applications. Conduct pilot applications such as deep-sea floating offshore wind power and million-cubic-meter-level biogas projects annually, and promote the deep integration of solar thermal with wind and photovoltaic power.
Actively promote the application of solar thermal energy in regions with abundant solar resources and buildings with stable hot water demand.
