China's 14ᵗʰ Renewable Energy Five-Year Plan: Promoting CSP costs significantly declined

On June 1, China National Development and Reform Commission issued " the 14th Five-Year Plan" on Renewable Energy Development. The plan looks forward to the year of 2035, China will basically realize socialist modernization, and the carbon emissions will decrease stably after reach the peak, the non-fossil energy consumption proportion and the total installed capacity of wind power and solar power generation will be further increased on the basis of 25% and 1.2 billion kilowatts. The renewable energy replacement of the conventional energy will accelerate, the new power system will achieve substantial results, and the competitiveness of the renewable energy industry will be further consolidated and improved, and a clean and low-carbon, safe and efficient energy system will be basically built.

The "plan" anchors the carbon peaking and carbon neutrality goals, and sets 4 main goals around the requirement that the proportion of non-fossil energy consumption reaches about 20% in 2025.
1. The total goal: the total renewable energy consumption will reach about 1 billion tons of standard coal in 2025, and the increase of renewable energy consumption will account for more than 50% of the increase in primary energy consumption during the "14th Five-Year Plan" period ;
2. The power generation goal: the annual power generation of renewable energy will reach about 3.3 trillion kilowatts in 2025, and the increase in power generation during the "14th Five-Year Plan" period will account for more than 50% of the increase in electricity consumption in the whole society, wind and solar power generation realize the double;
3. The consumption goal: in 2025, the total national renewable energy power and the non-hydropower consumption responsibility weight will reach about 33% and 18% respectively, and the utilization rate will be maintained at a reasonable level;
4. The target of non-electricity utilization: by 2025, the scale of non-electricity utilization such as geothermal energy heating, biomass heating, biomass fuel, and solar thermal utilization will reach more than 60 million tons of standard coal.
In terms of concentrating solar power (CSP), the plan states: developing thedevelopment of concentrating solar power (CSP) with long-term thermal storage in an orderly manner, to improve the storage capacity of renewable energy; promoting key core technology research and a significant reduction in the cost of CSP.
In Qinghai, Gansu, Xinjiang, Inner Mongolia, Jilin and other areas with high-quality resource, to give full play to the ability of CSP’s storage and grid support, build long-term thermal storage CSP  projects, and promote the integration of CSP with wind power and photovoltaic power generation bases and improve the stability and reliability of new energy power generation.
In terms of optimizing the development mode and developing renewable energy on a large scale, to build the Xinjiang new energy base combined with Hami-Zhengzhou, huaidong-Wannan and Hami-Chongqing UHV channels for power transmission. To build a new energy base of tens of thousand kilowatts with wind power as the mainstay in northern Xinjiang Province; In southern Xinjiang province, a new energy base of tens of thousand kilowatts will be built; to combine wind farm, solar PV, and CSP in eastern Xinjiang province to build a 10 million kW-level new energy base.
In addition, the plan requires to promote the innovation of CSP engineering construction technology and supporting equipment, and develop CSP integration technology.
