The development of wind and solar energy in energy-rich region of western China

Twenty-nine new energy projects with total investment of 14 billion yuan and installed capacity of 1.53 million kilowatts began to be constructed in Haiyuan County, Zhongwei City, Ningxia Hui Autonomous Region.

Development and Reform Commission in Ningxia Hui Autonomous Region said that, the new energy industry projects include 23 wind power projects with 1.53 million kilowatts installed capacity and 12 billion yuan and 6 solar photovoltaic power projects with 100 MW capacity and 2 billion yuan investment. The new energy industry investment accounted for 60% of total Ningxia energy projects this year.

Ningxia is one of the smallest provinces in China, but the energy is relatively abundant. As the sixth largest coal bases in China, the proved coal reserves in Ningxia is about 31.5 billion tons, per capita ranks first in the country.

Coal has been the main source of energy in Ningxia for a long time. The proportion of coal in total primary energy consumption is up to 90% or more. Ningxia has recognized that if the traditional energy consumption patterns are not changed, sustainable economic development of Ningxia will be difficult to achieve, so the development and utilization of must be accelerated.

Ningxia also has the industrial advantage to develop solar energy and wind energy. The annual sunshine time in Ningxia is 2250 hours -3000 hours, and sunshine percentage is 50% -69%, which is one of the sunshine resource-rich regions in China. Ningxia also has very rich wind energy resources, where the estimated total reserves are 22.53 million kilowatts, and the technology exploitable capacity is about 3.56 million kilowatts.

In recent years, Ningxia has made wind power and solar energy industry as leading industries for local development in order to vigorously develop clean energy.

From the Gobi desert in eastern of Helan Mountain to the Ningdong Energy and Chemical Base, then to the Ningxia Wuzhong Hongsipu-District  and the Sun Hill New Area, the huge rotating fan impellers can be seen, which change the wind energy into electrical energy, and solar photovoltaic power stations also can been seen. These are emerging new energy power plants in Ningxia.

Yuan Jinlin, the director of Development and Reform Commission in Ningxia, said the capacities of wind power projects and photovoltaic projects of completed, approved to construct and carrying out preparatory work have reached 4.7 million kilowatts and 1.12 million kilowatts, including 770MW wind power projects connected grid, 1.11GW completed at the end of the year, and 90.3MW photovoltaic projects connected grid, 110MW completed at the end of the year.

In the past five years, the power generated by new energy accumulates about 10 billion kWh in Ningxia, saving about 5 million tons of raw coal and reducing carbon dioxide emissions of about 9.5 million tons and effectively promoting the adjustment of energy structure and energy savings.

Of course, Ningxia also suffered policy bottlenecks, sluggish outgoing channels and financing difficulties in the development process of new energy industry.

As is known, Ningxia will continue to insist on the resource exploiting combined with industrial development and further accelerating the development of new energy equipment manufacturing industry this year. Facing the new energy projects mainly distributed in desertified areas with weak grid and projects construction constrained by current situation of grid access conditions, the grid connecting problems of new energy projects are solved by the models with integrating resources, focus layout and intensive development.

Guan Ning, deputy general manager of the Ningxia Power Generation Group, said: "We will keep on building a number of wind farms and solar power stations to seize the 'commanding heights' of the new energy industry, making wind power and solar power truly become an important part of Ningxia and the national electricity. "

Yuan Jinlin said the development of new energy industry made rich wind energy, solar energy resources, as well as idle deserted land resources in Ningxia fully exploited, and also led to the scale development of wind turbine manufacturers, photovoltaic materials and other supporting industries.

Ningxia could manufacture wind turbine with 1 million kilowatts annually. The production capacity of  polycrystalline silicon, monocrystalline silicon completed and being constructed is 6000t and 2000t  repectively, while 0.1 million kilowatts solar modules are produced per year.(Source:www.xinhuanet.com)
