Notice for Consummating Solar Photovoltaic Feed-in Tariff Policy

The development and reform commissions and price bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government,

In order to regulate solar Photovoltaic (PV) tariff management and promote the healthy and sustainable development of solar PV industry, this Commission decides to consummate the policy for solar PV feed-in tariff, and hereby notify the related matters as follows:

I. Set a benchmark feed-in tariff for solar PV. According to social average investment and operating costs, and based on the tender price of solar PV power plant and Chinese solar resources, for non-tender solar PV projects, the benchmark feed-in tariff will apply. 

 i. For any solar PV projects approved before July 1, 2011 and put into operation by December 31, 2011, but without NDRC’s review and approval for pricing, the feed-in tariff is set at 1.15yuan/kWh (including tax, same applicable to the below).

 ii. For any solar PV projects approved on July 1, 2011 and afterwards, and those approved before July 1, 2011 but not completed before December 31, 2011, (for those in Tibet) the 1.15yuan/kWh will still apply. All other projects in other provinces and regions shall apply1yuan/kWh. NDRC will adjust the tariff level based on future investment, cost changes and technological advancement

 II. For solar PV projects approved through concessionary bidding, the price that was set in the bidding documents shall apply, and the price will not be higher than the benchmark feed-in tariff for solar PV.

 III. For solar PV projects granted by Central Committee’s fiscal subsidies, the tariff applied shall be the same as that for local coal-fired power plants with desulfurization installations.

IV. For the part of the tariff that’s higher than that set for local coal-fired power units with desulfurization installations, practice shall refer to the Renewable Energy Power Generation Pricing and Fees Sharing Management Trial MethodNo. 7 [2006] of NDRC, and the difference shall be covered through renewable energy electricity price amendments collected nationwide.
