In recent years, Institute of Electrical Engineering (IEE), Chinese Academy of Sciences, has been actively cooperating with SolarPACES members via many international communications such as exchanging visits, project applications and so on, participating in the SolarPACES 2008, SolarPACES 2009, SolarPACES 2010.
April 2010, Professor Wang Zhifeng was invited as observer to attend the executive committee conference of SolarPACES held in Chejudao (Korea), and gave a report. After the meeting, Institute of Electrical Engineering was invited to participate in SolarPACES.

In May 2010, Institute of Electrical Engineering received the formal invitation letter from executive secretary- general Dc. Christoph Richter of SolarPACES. June 2010, Institute of Electrical Engineering submitted the application to Department of High and New Technology Development and Industrialization and Department of International Cooperation, MOST.
In February 2011, Department of High and New Technology Development and Industrialization (MOST) replied and agreed the IEE to participate in the Implementing Agreement of International Energy Agency.
On March 1st 2011, corporate representative of IEE signed the signature on the document participating in SolarPACES, which became effective immediately and meant that IEE had participated in SolarPACES officially.
After joining the Implementation Agreement, IEE will actively participate in the SolarPACES Executive Committee meeting, SolarPACES annual meeting, annual report written, related topics tasks, as well as bilateral and multilateral international cooperation. As contracting party of SolarPACES in China and the chairman of National Alliance for Solar Thermal Energy (MOST), regarding “integrate domestic research efforts, share international cooperation resources” as a target, IEE is actively organizing domestic enterprises and institutions to participate in the annual meeting of SolarPACES, which will be held in September in Spanish, in order to publicize China's efforts and progress in the field of solar thermal power and seek more cooperation opportunities.
