China's First Provincial-Level CSP Support Policy Introduced

CCTV News Report: Recently, China's first provincial-level dedicated support policy for concentrated solar power (CSP)—*Several Measures of Qinghai Province on Promoting the Scaled Development of Concentrated Solar Power*—was officially released, introducing multiple initiatives to facilitate the transformation of Qinghai's CSP industry from demonstration leadership toward scaled, high-quality development.


Qinghai is one of China's regions richest in CSP resources, with a technically exploitable capacity of approximately 1 billion kilowatts and around 100,000 square kilometers of available "desert, Gobi, and wasteland" land suitable for development, offering excellent comprehensive development conditions. To date, Qinghai has built 710,000 kilowatts of installed CSP capacity, with 1.35 million kilowatts under construction—accounting for 39% and 53% of the national totals respectively, ranking first nationwide. The CSP industry has already established a solid foundation for scaled development.


According to the policy, Qinghai will take the nationwide lead in advancing the CSP industry, establishing it as an important peak-shaving and foundational power source to achieve a secure and reliable replacement of traditional energy with new energy. The province will actively guide innovative resources to concentrate toward CSP enterprises, fostering a batch of replicable and scalable key equipment, core technologies, intellectual property rights, and patents to enhance industrial competitiveness. At the same time, enterprises are encouraged to leverage Qinghai's practical experience to actively "go global," with a particular focus on exploring flagship CSP projects along the Belt and Road in Central Asia, West Asia, and other regions to elevate international cooperation in CSP.


Aligned with the construction needs of a new-type power system, Qinghai has scientifically formulated CSP development targets for the 15th Five-Year Plan period, striving to achieve an installed capacity exceeding 5 million kilowatts by 2030—projected to account for one-third of the national total. Going forward, Qinghai will coordinate CSP construction progress with electricity price affordability, adhering to the principles of "annual batching and steady, prudent advancement" to orderly allocate CSP construction projects and promote the healthy and sustainable development of the industry.
