Northwest Electric Power Design Institute Issued a Public Bidding for Hami 50MW Molten-salt Solar Tower Plant

On December 26, one of the first 20 concentrating solar power (CSP) demonstration projects, Hami 50MW molten-salt solar tower plant of Northwest Electric Power Design Institute Co., Ltd. affiliated to China Power Engineering Consulting Group, issued a bidding announcement to purchase main equipments in China, which is the second project conducting public bidding among demonstration projects mainly invested by state-owned enterprises, following the EPC bidding for Yumen 100MW solar tower project of Guohua Electric Power Company.

According to the bidding announcement, separate bidding will be conducted regarding heliostat field (package 1), vapor generators (package 2), turbine equipment (package 3) and power generators (package 4), with bid opening time of January 16, 2017.

As for heliostat field (package 1), it is required that among (same or similar) equipment units provided by a bidder, at least one of them should have been put into operation in recent five years by October, 2016, and that capacity of any unit should not be less than 10MWe. If the bidder or relevant technical supporters can’t satisfy above requirements on operational performance, it must be guaranteed that they had participated in international bidding for CSP plant with the area of a single heliostat field no less than 600,000 square meters by October 2016, and confirmed to be the winning bidder.

According to above performance requirements on bidders of heliostat field, it is predicted that for now only three companies in China are qualified, which are Beijing Shouhang IHW Resources Saving Technology Co., Ltd (SUNCAN), Zhejiang SUPCON Solar Technology Co., Ltd, and Shanghai Electric-BrightSource Solar Engineering Co., Ltd. Compared with the project of Yumen 100MW solar tower plant, this project has stricter performance requirements on heliostat fields.

As for molten-salt receiver, ]it is required that bidders should have molten-salt receiver with thermal power no less than 5MWt and outlet molten-salt temperature of above 500 in operation or with signed contracts, or that they should have water/steam receivers with thermal power above 10MWt, outlet temperature above 300 and pressure no less than 8MPa in operation or with signed contracts. If above performance cannot be satisfied, bidders should have performance in designing molten-salt receivers with thermal power no less than 300MWt, and have provided at least one project with design schemes of receivers with thermal power no less than 300MWt, and relevant proof should be provided as well.

In terms of the power block, steam generator (package 2) requires that bidders should have performance in designing equipment related to solar thermal power stations; and that relevant manufacturers should have four thermal-power-unit boilers with rated evaporation of 220t/h or above in operation for two years, or have performance in manufacturing molten-salt pressure vessels with similar parameters of this project. Turbine equipment (package 3) requires that manufacturers provided by bidders should have manufactured two turbines with capacity of 50MW or above and they should have in-operation turbine units. Power generators (package 4) require that manufacturers provided by bidders should have manufactured two generators with capacity of 50MW or above and they should have in-operation generator units.

In addition, the expiration time of bidding document submission and the bid opening time of different equipments are: for heliostat field (package 1), the bid opening time is at 9:30a.m. on January 21, 2017; for steam generator (package 2), turbine equipment (package 3) and power generators (package 4), the bid opening time is at 9:30 a.m. on January 16, 2017.
