In accordance with the spirit of Guidelines on Promoting the Structure of Industry Technology Innovation Strategic Alliances(Official Document of MOST, China [2008] No. 770) , which was issued by six ministries including Ministry of Science and Technology (MOST) , and Notice on Issuing the Executive Ways (Interim) to Promote the Structure and Development of Industry Technology Innovation Strategic Alliances(Official Document of MOST, China [2009] No. 648) , which was published by MOST, considering the structure development of the industry technology innovation strategic alliance (Hereinafter referred to as ITISA) in each field, MOST decide to choose numbers of eligible ITISAs (See appendix) to carry out pilot work .
Each ITISA, which takes part in the pilot work, needs to seek building credit mechanism, accountability mechanism and interest mechanism to enhance industry-university-research cooperation, probe into building industrial technology innovation platform through integrating resources to serve small and medium enterprises, explore the organization mode and the operating mechanism of undertaking important technology innovation tasks assigned by the state，grope for taking the lead in fulfilling national independent innovation policy, bring the leading role in industry technology innovation into play, accumulate experience for establishing and developing more ITISAs. Any situation and suggestion during the pilot work，please timely report to MOST.
