According to the meeting agenda, the host announced the president unit and the list of the council members. The president unit is IEECAS. The vice president units are Huadian Corporation and Himin Group. The chairman of the Alliance is Wang Zhifeng，a researcher fellow from IEECAS. First members of the council consisted of all the alliance’s 30 signing members. The meeting elected expert committee members, members of two strategic research teams and divided their labor. The meeting also studied out the goal of the alliance in the near future. The target of the low/middle temperature solar thermal research team is: emphasizing the development of solar building heating technique, trying to combine active solar heating, passive solar heating and large scale cross-season solar building heating storage technology together. During the “12th Five-Year Plan”, the alliance will build 150,000 square meters of experiment and demonstration buildings whose heating is totally dependent on solar, and the alliance will spread this technology during the “13th Five-Year Plan”. That will enormously extend the applied scopes of solar collectors and solar water heaters. Meanwhile, it will make the state of the art in solar refrigeration (complement to massive area solar heating system) develop to large scale application level.
Concentrating Solar Thermal Power Research Team focuses on developing the hundred MW level CSP and trough vacuum tube technology. On the base of CSP research in the “11th Five-Year Plan”, the alliance plans to grasp the technology of building 100 MW solar tower plant. The alliance also plans to build trough solar collecting system, vacuum tube productive line and a MW solar thermal plant. At the same time, it will develop the CSP standard and universal profession testing platform to normalize the development of CSP in
Then, the meeting discussed founding the alliance secretariat and making measures for charging membership fee. Senior Engineer Shao Jixi is nominated as the Secretary-General. Dr. Yao Zhihao is the secretary of the secretariat. During the discussion, all members stressed their position in domestic market and the alliance’s position in the international market. They thought it’s important to develop technologies with self-owned intellectual property rights and form a complete technology chain and an industry chain to achieve sustainable development. They also expressed their opinions on the operation, the direction, the way of determining projects, the organization, the division of labor and the project operation of the
Delegates went along with the alliance projects planning and operating mode, and especially supporting the establishment of a project company to operate these projects. Everybody thought the company, combining with double supply chains, could efficiently use the resources inside and outside the alliance, solve the complex relationship problems and accelerate the realization of industrialization. Representatives from colleges and institutes figured out that will promote scientific achievements transformation and they would increase their input. Participants from enterprises conveyed their suggestions on building an information exchange platform, how to operating projects through labor division and cooperation.
